Danish EU Presidency: A Key Moment to Advance Skills, Clean Heating, and Quality Installations


From 1 July to 31 December 2025, Denmark holds the Presidency of the Council of the European Union — a pivotal role in steering the EU’s legislative and political agenda.

For the HVAC, plumbing, and clean heating sector, this six-month window is an opportunity to influence and advance European policies that will determine the future of building renovation, heating transition, and workforce skills.

The Danish Presidency’s priorities — climate action, competitiveness, and skills — align strongly with our sector’s contribution to the clean energy transition. Denmark’s track record in energy efficiency, district heating, and digital building controls gives credibility to their leadership in these areas.

Our key messages for the Presidency

GCP Europe calls on the Danish Presidency and Member States to:

  1. Secure long-term EU funding for skills and clean heating 
    The next Multiannual Financial Framework (MFF 2028–2034) must earmark resources for installer skills, SME support, and clean heating projects, with simple access for small contractors.
     
  2. Embed installer skills in the European Affordable Housing Plan
    Affordable housing should mean homes that are energy-efficient, healthy, and maintained by a skilled workforce.
     
  3. Prioritise SME access in Energy Performance of Buildings Directive (EPBD) implementation
    SMEs and local installers must have a clear role, straightforward compliance processes, and access to funding.
     
  4. Champion the use of carbon-pricing revenues for the heating transition
    Revenues from the new ETS 2 should help households and SMEs replace fossil fuel heating with clean, efficient alternatives.
     
  5. Link public funding to certified quality installations
    This reduces costly re-work, boosts consumer trust, and ensures real performance.

Why it matters now

The files under the Danish Presidency — including the Affordable Housing Plan, MFF 2028–2034, EPBD implementation, and ETS 2 preparation — will shape funding, skills development, and renovation priorities for years to come.
